Peru Adoption Program

We are pleased to announce that, on June 30th, 2009,  Illien Adoptions International, Inc. received accreditation from the Women’s and Children’s Ministry (MIMDES) in Peru, which is the governing authority of adoptions in the country.  

Illien is working in cooperation with the Waiting Angels program, described below.  

Children: 

The children available for adoption in this program are as follows:

  • sibling groups, with some of the children being as young as 1 year old
  • boys, girls, or adolescents with health problems or special needs, with some children being as young as 1 year old
  • boys or girls who are older than 8 years old
  • adolescents who are up to 16 years old

The term “special needs” reflects a broad range and variety of issues which can affect a child which may be very mild and acceptable or more serious and requiring considerable specialized care.  Health problems include a wide range of conditions.  All children in the program have been officially declared abandoned and have been waiting for a family for at least two years.  In Peru, children are often abandoned due to poverty and the stigma of unwed motherhood.  Abandoned children are generally cared for by loving caregivers in bright and clean, small to medium-sized orphanages ran under the supervision of the government (MIMDES).

Prospective Adoptive Parents:

Prospective parents must meet the following criteria, set by the Peruvian adoption system:

  • Prospective parents must reside in the state of Georgia and be at least 18 years older than the child they are adopting and no more than age 55, with exceptions made on an individual basis.  Illien encourages interested prospective adoptive parents who are over this upper age limit to call the office, as some countries will make exceptions when placing older children. 
  • Both married and single applicants may adopt from Peru
  • There are no restrictions for having other children in the home. 
  • Peru requires a licensed social worker to submit post-adoption reports to MIMDES every 6 months for the first 4 years after the adoption is finalized.

Timeframe:

Preference is given to families of Peruvian origin.  In addition, the time it takes to receive a referral is affected by the age, gender and any other preferences.  

Travel:

Once a suitable child is identified and accepted by a family, families must travel to Peru within 45 days.   Their stay in Peru will be from three to four weeks.  If married, both parents must travel but one spouse may return home after the court process while the second spouse remains to complete the U.S. immigration requirements for the child. During this time in Peru, Peruvian social workers have a chance to evaluate the child and family’s progress and attachment.  In addition, this gives a chance to the child/children to bond with their adoptive parents while still in Peru.  After receiving the child’s Immigrant Visa from the US Embassy in Lima, Peru, families will return home with their child.
